Sardar Patel motivated Shri Bhaikaka, who held the position of superintendent engineer in Sindh and the Ahmedabad Municipality Corporation (AMC), to engage in rural revitalisation efforts. He aimed to enhance the peasants’ quality of life through advanced education by founding institutes of higher learning. He contacted Shri Bhikhabhai Saheb and started the developmental operations. On 28th March 1945, the decision was made to design and execute the plan for the establishment of an “Educational Township”, currently referred to as “Vallabh Vidyanagar.” The founders resolved to create two institutions: Charutar Vidya Mandal (CVM) and Charotar Gramoddhar Sahkari Mandal Ltd. (CGSM).
The former was intended to support education by creating schools and colleges, while the latter aimed to manufacture construction materials for educational institutions and residential areas. The records date back to August 10, 1945, and September 7, 1945, respectively. Consequently, Charutar Vidya Mandal (CVM) was founded with the objective of creating a modern and successful independent India by revitalising villages through the development of institutions that provide modern education.
